The character featured is the prince emperor holding a painted gold fan. Usually these come in a pair, the other half of the set being a princess empress. It has a small white clay ball inside and a red string tied at the top. Hina Matsuri is an annual festival on the 3rd of March each year that celebrates girls with elaborate displays
